Missie 15. Deel 2: operationeel plan.

Het operationeel plan van WORK UG focust op twee luiken: het PROUD Canteen business plan en de individuele toekomstplanning van de leertijd-werknemers.

Business plan

Het business plan van PROUD Canteen dateert van 2021 en werd in 2023 nog wat bijgewerkt. De projectleidster stelt een nota ‘commerciële parties’ voor die in het business plan zal worden geïntegreerd. Onze vrijwilligster (leerkracht Engels) stelt het Engels van het plan op punt zodat het in een brochure -CP-reeks- kan worden gegoten.

Statuut sociale onderneming

Key-elementen in de realisatie van het plan zijn de materiële afwerking van de canteen (die in deel 3 aan bod komt) en het verwerven van het statuut van sociale onderneming.

Muhumuza Monica vond ook nog tijd om te huwen 24.06.23

Over het aan te nemen statuut spreken we met Muhumuza Monica (Senior Probation Officer for Kabale District) en Tumwesigye Denis (Probation Officer Kabale District) verantwoordelijken voor kwetsbare groepen en met Ndyabawe Swizeen (Senior Labour Officer Kabale District) verantwoordelijk voor de registratie van NGO’s en CBO’s. Een concreet resultaat is de op punt stelling van de ‘work permit’ voor onze CBO, WORK Uganda.

We spreken ook met Niwagaba Emmanuel, Community Development Officer bij Kabale Municipality.

Het zwaartepunt lijkt bij het district te liggen. De beleidsverantwoordelijken die met het project sympathiseren stellen zich dikwijls persoonlijk garant, maar dat is iets anders dan ons helpen bij het verwerven van een duurzaam (sociaal) statuut.

Individuele toekomstplanning

Behalve de realisatie van de Canteen en het openen van jobs voor de leerlingen (formule leertijd) behoort ook het begeleiden van de jongvolwassenen in hun relatie-leven en deelname aan de gemeenschap tot onze kernopdracht.

Gesprekken met leerlingen en ouders

Dit gebeurt uiteraard in samenwerking met het netwerk van de jongeren, in de eerste plaats hun ouders en gezinsgenoten. We knopen gesprekken aan met de leerlingen en ouders apart en samen. Zo kan ik deelnemen aan een gesprek met Sarah, de moeder van Sarah, Sarah en haar moeder, Bridget, de vader van Bridget, Bridget en haar vader, de moeder van Bridget, Bridget en haar moeder, Arinda-Mercy, de moeder van Arinda-Mercy, Arinda-Mercy en haar moeder.

We zien dat elke gezinssituatie verschillend is. Alhoewel vaders het formele hoofd van het gezin zijn spelen moeders toch een heel grote rol. Vaders zijn vaak van huis. Het valt op dat inkomensverwerving op familieniveau een heel stresserende bezigheid is -dikwijls in overlevingsmodus. We merken ook dat de risico’s op ongewenste zwangerschappen voor jonge meisjes -met of zonder beperking- zijn groot (hoog risico op aanranding). Anti-conceptie en besteding van het leertijd-inkomen zijn vaste onderdelen van de gesprekken. Ouders waarderen de toenemende zelfstandigheid van de jongeren en hun materiële en immateriële bijdrage in het huishouden.

Nieuwe brochures

Onze vrijwilligster Jolien heeft een nota ‘sexual education’ geschreven. Oeganda staat heel erg op zijn eigen benadering van seksuele opvoeding die neergelegd is in een nationaal document en pleit voor onthouding voor het huwelijk. De autoriteiten / Ministerie van Nationale Opvoeding wijzen meer liberale benaderingen van NGO’s af. Toch lijkt een meer progressieve benadering aangewezen aangezien het aantal ongewenste zwangerschappen en kindouderschappen dat al hoog was, in de corona-periode -2 jaar scholensluiting!- exponentieel is toegenomen.

Onze vrijwilligster heeft ook een nota ‘recreatieve activiteiten’ geschreven. De boog kan niet altijd gespannen staan en een leuke groepsactiviteit tussendoor versterkt het groepsgevoel. Ondertussen zijn ook nog 2 brochures rond bewegingactiviteiten klaar om opgenomen te worden in de reeds curriculumfolders.

Mission 15. Part 2: operational plan.

The operational plan of WORK UG focuses on two parts: (1) the PROUD Canteen business plan and (2) the individual future planning of the apprenticeship employees.

Business plan

PROUD Canteen's business plan dates from 2021 and was updated in 2023. The project leader proposes a 'commercial parties' note that will be integrated into the business plan. Our volunteer (English teacher) prepares the English of the plan so that it can be put into a brochure -CP series.

Social enterprise status

Key elements in the realization of the plan are the material finishing of the canteen (which is discussed in part 4) and the acquisition of the status of social enterprise.

We talked to Muhumuza Monica (Senior Probation Officer for Kabale District) and Tumwesigye Denis (Probation Officer Kabale District), responsible for vulnerable groups, about the status to be adopted . We also visited Ndyabawe Swizeen (Senior Labour Officer Kabale District) responsible for the registration of NGOs and CBOs. A concrete result was the development of the 'work permit' for our CBO, WORK Uganda.

The focus seems to be on the district. The policy makers who sympathize with the project often act as personal guarantors, but that is different from helping us to acquire a sustainable (social) status.

Individual future planning

In addition to the realization of the Canteen and the opening of jobs for the students (apprenticeship formula), guiding the young adults in their relationship life and participation in the community is also part of our core mission.

Conversations with students and parents

This is of course done in collaboration with the network of the youngsters, first and foremost their parents and family members. We start conversations with the students and parents separately and together. For example, I can participate in a conversation with Sarah, Sarah's mother, Sarah and her mother, Bridget, Bridget's father, Bridget and her father, Bridget's mother, Bridget and her mother, Arinda-Mercy, Arinda-Mercy's mother, Arinda-Mercy and her mother.

We see that every family situation is different. Although fathers are the formal head of the family, mothers play a very important role. Fathers are often away from home. It is striking that income acquisition at the family level is a very stressful activity - often in survival mode. We also notice that the risks of unwanted pregnancies for young girls - with or without disabilities - are high (high risk of sexual assault). Anti-conception is a fixed part of the conversations. Spending of the apprenticeship income also. Parents appreciate the increasing independence of their daughters and sons and their material and intangible contribution to the household.

New brochures

Our volunteer Jolien has written a note 'sexual education'. Uganda insists very much on its own approach to sex education, which is laid down in a national document and advocates abstinence from marriage. The authorities/Ministry of National Education reject more liberal approaches of NGOs. Nevertheless, a more progressive approach seems appropriate since the number of unwanted pregnancies and child parenthoods has increased exponentially in the corona period – schools were closed during 2 years! And the number of under age pregnancies and parenthoods was already high before the COVID period.

Our volunteer has also written a note 'recreational activities'. The arch can not always be tense and a fun group activity from time to time strengthens the group feeling. In the meantime, 2 brochures on movement activities are also ready to be included in the curriculum leaflets series.
