In accordance with Kabale District Council resolution under minute n° 4/2003 c we hereby certify that this day 15th of May 2015 PROUD UG Services for the mentally retarded have been duly registered as a Community Based Organization under Reg. No. 4289 to undertake the activities/Programmes hereof

1. To promote respect for persons with mental retardation

2. To provide or make accessible all round services to persons with mental retardation

3. To promote social inclusion of persons with mental retardation

4. To start and manage economic activities to finance the above mentioned services

But there were more ideas that can fit with our orientations as emphasizing the value of inclusion and celebrating diversity.

By listening to the last speech of Michelle Obama I remembered a famous passage of 'the election night victory speech' of her husband now ten years ago. He said: “tonight is your answer”. And he continued: “It’s the answer spoken by young and old, rich and poor, Democrat and Republican, black, white, Latino, Asian, Native American, gay, straight, disabled and not disabled”…

Disabled asked themselves if they were hearing well. A newly elected president recognizing them as full citizens in his victory speech!

Policy The village association


vzw The village is the Flemish association that supports the PROUD-project in Kabale. Recently, the first generation of volunteers has said goodbye to The village. We sincerely thank them for their contribution. In the field of investment in the project in Uganda, we have achieved remarkable
results in recent years.

Our association will set new accents for the future. We will integrate the operations in Flanders and Uganda more. There will be one integrated work plan vzw The village-PROUD UG CBO-WORK UG CBO. And there will be mutual participation.

We are going to explicitly distance ourselves from the charitable approach. There is as much talent and potential in Africa as there is in Europe. However, relations between the continents have been completely distorted for a long time and the members of the association must be aware of this.

Finally, we value children and young people with intellectual disabilities as other children. We want to give them full opportunities to develop and do not see them as minus variants of children without disabilities.

Starting a community?

Yesterday evening I was chatting with Rose, former director of l’ Arche Uganda. And this morning with Blessed, a Reverend’s daughter. It made me think I want to explore the idea of starting a community to take the PROUD project forward. That would be a different approach from the strictly professional approach that we are adopting now.

Years ago I was reading a book of Henri Nouwen on his friendship with Adam, a resident in one of the many Arch communities. Just like Nouwen I’m convinced and I experienced that persons with intellectual disabilities are our neighbors and can teach us so many things.

They put me on the way of that community idea and I would like to find out how it can be combined with a ‘pro poor’ strategy. Many non disabled people in Uganda don’t have what to live from but you may find they have a golden heart!

Pele on mission in Kabale


This is the 8 time that I travel to Kabale to work on the project. This time the main objectives are:
1-opening the classes and sanitation facilities at PROUD Village;
2-write a new time table and work out a curriculum for our children.

To open PROUD Village we need first to provide water and electricity. And to welcome the children we need to compose a new time table. Before the children were in a nursery school program. The focus was on play and feel well. Now they are becoming older and we will put more attention on skills training.



PROUD Village Unit 1 classes and sanitation
Exactly three years after the start of operations in Kabale (Uganda) we opened Unit 1 of PROUD Village, a facility for children with intellectual disabilities. The new construction is composed of 2 classes, 4 toilets, 3 showers and 1 laundry room. The unit has a separate enclosure and is equipped with 2 water tanks. Moreover, everything is prepared to connect to water and electricity. 

On February 6, the first 8 students with intellectual disabilities came to PROUD Village. Praise, Elizabeth, Arinda, Joseph and Pritty form group 1 (primary school age) and Sarah, Bridget and Ignatious group 2 (youth). We had to improvise to cook -the kitchen is still under construction- and the uniforms were not delivered yet. But it took not long before everyone was at ease. Watch the picture!

MISSION 13 MAIN OBJECTIVE: MAKING THE PROJECT MORE SUSTAINABLE

Mission 13 is aimed at making the project more sustainable. In recent years the project has been expanded at a rapid pace with great external support, but sustainability requires managing capacity within the project and a budget that can be maintained over the long term.

Unit 1 of PROUD Village
In the project we work with a management scheme, annual work plans and plans for specific projects. In the working with the children, the activity schedules and the individual action plans are key instruments. We also pay a lot of attention to operational planning, in particular to the development and implementation of the curriculum. We are therefore adepts of the management and planning approach.

Financially we have set the operating budget - staff and current expenses - at 2 million Ush (500 Euro) per month for ten students. Project management must work out a balanced budget and eventually decide on saving measures. Investments, e.g. building projects, are treated separately, as specific projects with their own budget. Nevertheless the project will still remain dependent on external support. This will be the case as long as Ugandan state doesn’t provide the necessary subvention.

Progressively, the project must generate its own income. This direction must be visible in the planning. We plan for a vegetable garden, breeding chickens and rabbits, baking ourselves, making jams, set up childcare, a home stay and a canteen with meeting, workshop and party facilities and a flower shop.

Preparatory steps have already been taken for most of the aforementioned activities. The home stay will aim at welcoming tourists. We can already make 2 double rooms with sanitary facilities available to visitors!

MISSIE 13 HOOFDDOEL: HET PROJECT DUURZAAM MAKEN

Missie 13 is gericht op het bestendigen van het project. De voorbije jaren is het project met veel steun van buitenaf aan een hoog tempo uitgebouwd, maar duurzaamheid vereist ‘managing capacity’ in de schoot van het project en een budget dat kan worden aangehouden over de lange termijn.

In het project werken we met een managementschema, jaarlijkse werkplannen en plannen voor specifieke projecten. In de werking met de kinderen zijn de activiteitenroosters en de individuele handelingsplannen sleutel-instrumenten. We besteden ook veel aandacht aan operationele planning, in het bijzonder aan het uitwerken en in praktijk brengen van het curriculum. We zijn dus adepten van de managements- en plannings-benadering.

Financieel hebben we het werkingsbudget -personeel en lopende uitgaven- vastgelegd op 2 miljoen Ush (500 Euro) per maand voor tien leerlingen. Het project-management moet een sluitende begroting uitwerken en waar nodig besparingsmaatregelen uitwerken. Investeringen worden apart behandeld, als specifieke projecten met een eigen budget. Het project is dan nog altijd afhankelijk van hulp van buitenaf. Dat zal zo blijven zolang de Oegandese staat geen subsidie voorziet.

Progressief moet het project voor eigen inkomsten zorgen, maar op dit ogenblik is dat nog te vroeg. Deze richting moet wel in de planning te zien zijn. We denken dan aan de eigen tuin, het kweken van kippen en konijnen, zelf bakken, confituur maken, kinderopvang, home stay, kantine, vergader-, workshop- en partyfaciliteiten en een bloemenshop.

Voor de meeste van de voornoemde activiteiten zijn al voorbereidende stappen gezet. De homestay zal vooral gericht zijn naar toeristen. We kunnen nu al 2 tweepersoonskamers met sanitair ter beschikking stellen van bezoekers!

Every year we compose a work plan that guides our activities during the year. The workplan indicates what has to be done, how, when and by whom.

For here we familiarize you with the first column: what is planned for 2017?

Project manager Marcey (Mercy) Kiconco

Vision/mission: write a 1 page document about the project wherein we define ourselves.

Target group: recrute 2 or 3 more children who fit in the target group, by preference for group 2.

Operational plan:

-write a time table. The time table structures the school day.
-develop a curriculum for our target group with the help of teachers.

Phase 1: document situation analysis
Phase 2: first draft of curriculum
Step 1: define the goals of the curriculum. Define the core curriculum.
Step 2: select and organize teaching contents
Step 3: specify teaching methods and teaching materials
Phase 3: gathering information to facilitate dissimination and implementation of the curriculum in 2018. Visits to special schools in Kabale and Ntungamo Districts.

-revise individual action plans. Education goals for each child and a strategy to realise these goals are available.

-test a selection of learning contents and teaching methods/materials defined in the curriculum.

Personnel:

-2 ½ teacher, 2 half time curriculum project staff, half time project manager and 1 worker-guard are in function

-worker, teachers and manager get support

-different skills trainers help and train the team

Infrastructure:

-finishing unit 1 (last phase). Water supply: harvesting rain water in plastic tank 5000 liter and permanent tank; reservoir tank with pump on stand; eventually shallow well. Connection with National Water or Diocese gravity water sheme. Wiring plus connection to electricity net (Umeme). Water channels. Improving accessibility for wheelchair users of sanitation installation and site in general.

-finishing unit 2 (first phase): ceiling, doors and windows, wiring, plastering, flooring, glasses. Second phase: tiles kitchen and bathroom, guttering, veranda, painting.

Materials:

-equip classes and kitchen.

-didactic materials (cfr. activities on time table) including cooking materials. A very good collection of materials for teaching/learning activities is available.

-inventory. A list of the materials of the project is available. Photos of valuables are stored in the computer of the project.

-key management is real.

Finances:

-a budget 2017 is available. The budget estimates the cost of planned activities.

-accountability 2017 is available. The accountabilty registers the expenses.

-fundraising: make 2 attempts of fundraising inside Uganda.

Relations:

-an inventory of external relations is available.

-an up to date brochure is available.

-the blog is up to date.

Reports:

-termly reports are available.

-an annual report is available.

Some of these tasks are already done. E.g. the time table is available, we have written a first draft of the situation analysis (curriculum project) and defined the core curriculum, we have recruited the personnel, a great deal of finishing unit 1 and equipping the classes is done etc. But still a lot is to come. We will be at the mercy of Mercy!

Annual report 2016 vzw The village

On 12th of July 2017 we organised the annual meeting of The village. Pele prepared the annual report. It gives an overview of activities in Flanders and in Uganda. In Uganda activities are through PROUD UG. An annual report is as well a narrative report as a financial report. So bills of 2016 were approved by the 'general assembly' and we presented a budget for 2017.

In 2016 the PROUD project spent € 3.154,25 for functioning (main items of expenditure were school fees plus rent of rooms and workshops curriculum development) and 4.197,02 for personnel. So main activities in 2016 in Uganda were teaching the children and starting up the 'curriculum development project'.

A lot of money was invested in construction of a facility for children and youngsters with intellectual disabilities. The finishing of class rooms and sanitation costed €11.386,04 and we started building the kitchen and administration (€6.504,74). Those efforts made it possible to open PROUD Village at the start of school year 2017.

Kiki handed over the Annual Report 2016 to development cooperation section in the Belgian Embassy in Kampala. We hope to continue to develop the project and in the middle long term to become an example of good practice for Uganda. The focus is more and more on skills training and in the coming years we want to organize suitable employment for young adults.

Jaarverslag 2019 vzw The village 

Het Jaarverslag 2019 van vzw The village is beschikbaar. Zonder bijlagen telt het 49 pagina’s. Op de cover staat dit jaar het team van PROUD Uganda, onze partner in Oeganda. 

Het rapport handelt eerst over onze vzw verplichtingen, vervolgens over de activiteiten in Vlaanderen en daarna over de activiteiten in Oeganda. Het laatste is de hoofdmoot. 

Nadat 2019 is neergelegd, komen we met de planning voor 2020. We eindigen met een aantal nieuwe accenten die we willen leggen in 2020. 

Het verslag en de jaarrekening 2019, de planning en begroting 2020 werden goedgekeurd op de Algemene Vergadering van 17 juni. Op 11 mei vonden ook al de Algemene Vergaderingen van PROUD UG en WORK UG, onze partners in Oeganda, plaats. 

In aansluiting bij het jaarverslag van de vzw stuurden we een beperkter verslag naar Leraars zonder Grenzen. Het Proud-project is één van de bijna 40 leden van LzG. Het gaat allemaal om projecten die met onderwijs te maken hebben. 


Annual report 2019 vzw The village 

The 2019 Annual Report of The Village vzw is available. Without attachments, it counts 49 pages. This year's cover features the team of PROUD Uganda, our partner in Uganda. 

The report first deals with our non-profit obligations, then with activities in Flanders and then with activities in Uganda. The latter is the main part. 

After 2019 has been laid down, we will come up with the planning for 2020. We will end with some new accents that we want to put in 2020. 

The 2019 report and annual accounts, the planning and the 2020 budget were approved at the General Meeting on 17 June. The General Meetings of PROUD UG and WORK UG, our partners in Uganda, also took place on 11 May. 

In line with the annual report of the non-profit organization, we sent a more limited report to Teachers without Borders. The Proud project is one of the nearly 40 members of LzG. It is all about projects related to education.
